Either this is the Real Cap’n Scrap who has no crew or organization, and that dude with all the Cap’n Hook regalia is like Jodo Kast to his Boba Fett, or we have a legitimate Dread Pirate Roberts situation here, and this is a retired former Scrap.
I’ve never drawn Scrap with an eyepatch, though once in Inktober he had some reading glasses on. I think the short answer is that there is no offical design for Scrap yet because he isn’t on the critical path to the story bible. #StayOnTarget

If I had to guess, I’d say that is concept art from one of the Pirates movies, but I can’t track it down. It comes up as the featured image in a game of thrones youtube video when you image search it, but the art is uncredited there. Looks like an idea for the Pirate City they go to in that one where they go to the Pirate City.
My vote is for the Gulf South, particularly New Orleans and the delta. It has a long and storied history of colorful piracy, ecological disaster, and loads of actual literal scrap in the form of chemical refineries and oil rigs there.
